We have learned that the LA City Council has approved a measure that puts more power in civilian hands when it comes to how law enforcement officers are disciplined for misconduct.

Then, a three-person Board of Rights panel was implemented that includes two officers and one civilian. This was a shift in policy and many officers opposed having a civilian on the Board.

Now, officers facing discipline will soon have the option of having their misconduct cases heard by an all-civilian panel thanks to the measure passed by City Council. In a turn of events, all-civilian panels have been backed by the LA Police Protective League because they say that officer-lead panels are less likely to overturn severe discipline by the chief.
